Judge Richter was born and raised in the Charleston area. She graduated from Bishop England High School and The University of North Carolina at Chapel Hill, and received her J.D. from the University of South Carolina School of Law. She was admitted to the South Carolina bar in 2003, and has been a member in good standing since her admission. She has served as a member of the S.C. Judiciary since 2015.
