Uniform Recordkeeping and Information System

1. Magistrates

Recordkeeping procedures promulgated by S.C. Court Administration shall be utilized by all magistrates. 

(a) Statistical Report

All magistrate case records are maintained in the Case Management System (CMS). Case information must be entered into CMS upon filing and updated as necessary. Complete case information (for both civil and criminal cases) should be entered into CMS immediately after disposition has been reached. Court Administration runs the South Carolina Statistical Report annually in mid-July. This report lists pending and disposed cases and also provides information regarding DUI cases, fraudulent check cases, and jury trials. For civil cases, the report will provides information regarding the summons and complaints and the landlord/tenant cases filed.

All court dockets (civil and criminal) can be run by the magistrate court on a monthly basis and CMS has the ability to run them when necessary. 

(a)(1) Annual Judicial Survey

Magistrates must also complete the annual judicial survey for the upcoming fiscal year by mid-August. The results from this survey are used in determining the cost of operating the various components of the court system and for planning for the future. Frequent users of the report include the General Assembly and local governing bodies in preparing budget comparisons. This survey gathers data on personnel costs, operating costs, and juror/witness fees to provide for the total costs for the office.

(b) Rule 501, SCACR, Disclosure Statement

All judges must complete an annual Rule 501, SCACR, Disclosure Statement, which will be distributed by Court Administration. Unless exempt, judges must disclose any gifts, bequests, favors, and loans they have accepted in the previous calendar year; extra-judicial compensation received in the previous calendar year; and fiduciary duties the judge has provided in the previous calendar year.

All judges must complete an annual Rule 501, SCACR, Disclosure Statement, which will be distributed by Court Administration. Unless exempt, judges must disclose any gifts, bequests, favors, and loans they have accepted in the previous calendar year; extra-judicial compensation received in the previous calendar year; and fiduciary duties the judge has provided in the previous calendar year.

2. Municipal Judges

Recordkeeping procedures promulgated by S.C. Court Administration shall be utilized by all municipal courts.

(a) Statistical Report

Some municipal court case records are maintained in the Case Management System (CMS).  Case information must be entered into CMS upon filing and updated as necessary.  Complete case information should be entered into CMS immediately after disposition has been reached.   Court Administration will run the South Carolina Statistical Report annually in mid-July.  This report lists pending and disposed cases and also provides information regarding DUI cases, fraudulent check cases, and jury trials. 

All court dockets can be run by the municipal court on a monthly basis and CMS has the ability to run them when necessary.

Municipal courts that are not on CMS must complete a Case Disposition Report annually in mid-August.  This report gathers information on dispositions of the criminal docket, DUI docket, other traffic docket, fraudulent check cases, municipal ordinances, and domestic violence cases. This report also requires the age of pending jury trials and non-jury trials for criminal cases, DUI 1st cases, traffic cases, and violations of municipal ordinances.
