Chief Justice Jean Hoefer Toal Addresses S.C. Judiciary
at 2012 Annual Judicial Conference

On Thursday, August 23, 2012, Chief Justice Jean Hoefer Toal addressed members of South Carolina's Judiciary at the Annual Judicial Conference. Justice Toal welcomed new circuit court judge, Robert E. Hood, and new family court judges Karen F. Ballenger and Robert E. Newton. Toal recognized four retired or retiring judges for their service to the courts - G. Thomas Cooper, Jr. (circuit), Richard W. Chewning, III (family), Leslie K. Riddle (family) and O. Davie Burgdorf (master-in-equity).

Justice Toal provided an update on state court funding, technology for the court system, circuit court caseload, and the state budget.

Justice Toal's update on technology for the South Carolina courts included the status of the new Master-In-Equity module for the Statewide Case Management System. This module is now fully implemented in twelve counties. The new appellate case management system - C-Track - went live with case processing in April, 2012 and will be fully implemented during the Fall. Justice Toal explained the next step for technology - ECourts - which will allow litigants to file, serve and view documents.

The Chief Justice recognized members of the Docket Management Task Force and reviewed its recommendations. In addition, she noted that the Business Court Pilot Program has been extended through December 1, 2013.
