Judge Richter was born in Charleston and grew up in Mount Pleasant. She graduated from Bishop England High School in 1995 and from The University of North Carolina at Chapel Hill in 1999 with a B.A. in International Relations. She received her J.D. from the University of South Carolina School of Law. She was admitted to the South Carolina Bar in 2003. She has been a member in good standing of the South Carolina Bar since her admission. She is admitted to practice in the U.S. District Court for the District of South Carolina and all South Carolina State Courts. She is a Certified Family Court Mediator.

Judge Richter joined The Richter Firm, LLC in 2005. Prior to joining the Richter Firm she clerked for the Hon. Diane S. Goodstein, Judge for First Judicial Circuit and also worked at Moore and Van Allen in Charlotte, NC. She has also served as an Adjunct Professor at the Charleston School of Law where she taught Legal Research and Writing. She has served on the Board of Florence Crittenton Programs of South Carolina and served as a member of the Town Of Mount Pleasant Planning Commission.
